Assam Government mulling Anti-Superstition Law

Guwahati : With attacks against persons suspected to be practising witchcraft on rise, the Assam government is planning to bring in an anti-superstition bill in the next session of the state Assembly. Chief Minister Tarun Gogoi recently announced that the state government was contemplating to enact a law to put an end to the practice of witchcraft. "There has been a noticeable rise in cases where people are getting killed after being suspected of practising witchcraft in Kokrajhar and Jorhat districts of Assam," he said. The chief minister went on to say that apart from enacting a new law to eradicate the practice, the government would launch an awareness campaign. 

In the last decade alone, Assam has witnessed nearly 100 killings as a result of various social evils practised by people inspired by superstition. According to police records, 21 cases of witch-hunting were registered in 2006, followed by 7 cases in 2007, 10 cases in 2008, 4 cases in 2009, 11 cases in 2010, 29 cases in 2011 and 14 cases in 2012 across Assam. Social activists in the state have welcomed the proposed initiative, but pointed out that if it was not given more teeth it would meet the same fate as happened in states like Bihar, Jharkhand and Chattisgarh where a similar legislation exists. In those states, the law has failed to act as a deterrent since the provision of punishment enshrined in the law is mild. At most, the punishment amounts to three months in jail and a penalty of Rs 1,000.

लोकसभा में भाजपा ने उठाया असम के अवैध प्रवासियों का मुद्दा

गुवाहाटी : लोकसभा में फर्जी दस्तावेज के आधार पर असम में रह रहे अवैध प्रवासियों का मुद्दा उठा और इस पर रोक लगाने के लिए सरकार से कदम उठाने की मांग की गई. शून्यकाल के दौरान इस विषय को उठाते हुए भाजपा की विजया चक्रवर्ती ने कहा कि गुवाहाटी उच्च न्यायालय के समक्ष हाल ही में फर्जी दस्तावेज के आधार पर असम में रह रहे 10 अवैध प्रवासियों का मामला सामने आया है. इससे पहले भी ऐसी खबरें लगातार मिलती रही हैं. 

उन्होंने कहा कि इन अवैध प्रवासियों के पास राशन कार्ड, मतदाता पहचान पत्र आदि मिले हैं. यह गंभीर मामला है.  अगर इस पर तत्काल रोक नहीं लगायी गयी तब क्षेत्र में आबादी के असंतुलन की स्थिति पैदा हो जायेगी. सरकार को तत्काल इस पर रोक लगाने की दिशा में पहल करनी चाहिए. कांग्रेस के सतपाल महाराज ने उत्तराखंड में संविदा के आधार पर काम करने वाले बीएसएनएल कर्मियों की स्थिति का विषय उठाया और इनका भत्ता और वेतन बढ़ाने की मांग की. माकपा के सैद उल हक ने शिक्षकों की परेशानियों के विषय को उठाया और सरकार से शिक्षक का सम्मान बहाल करने और उनकी सुविधाएं बढ़ाने के लिए पहल करने की मांग की.

असम : BSF कॉन्स्टेबल ने 2 अधिकारियों की हत्या कर खुद भी जान दी

गुवाहाटी: असम के धुबरी जिले में अंतरराष्ट्रीय सीमा पर हाथीचर पोस्ट पर तैनात सीमा सुरक्षा बल (बीएसएफ) के एक कॉन्स्टेबल ने अपने दो अफसरों की गोली मारकर हत्या करने के बाद खुदकुशी कर ली है। बताया गया है कि कॉन्स्टेबल प्रभाकर मिश्रा ने सहायक उपनिरीक्षक (असिस्टेन्ट सब-इंस्पेक्टर या एएसआई) पद पर तैनात दो अधिकारियों बाबूलाल और सुरेंद्र की गोली मारकर हत्या कर दी। इसके बाद उसने खुद पर भी गोली चलाई, और अस्पताल ले जाते समय उसकी मौत हो गई। यह भी जानकारी मिली है कि गोलीबारी में ओमप्रकाश नामक एक अन्य कॉन्स्टेबल घायल भी हुआ है। घटना की जांच की जा रही है, ताकि इसके पीछे के कारणों का पता लगाया जा सके।

Dr Sanjukta Parashar – The first Assamese Lady IPS Officer

Here, is the story of our very own Dr Sanjukta Parashar, a young and dynamic IPS officer, who followed the footsteps of Kiran Bedi in one of the most male-dominated profession in the world. She is the first and only Assamese lady IPS officer. Despite having secured 85th Position (All India Ranking) in the UPSC, she opted the call of the uniform by joining the Police service, when most other women cadres chose to join IAS, reported Assam’s daily The Sentinel. Born to Dulal Chandra Barua, an engineer with the irrigation state department and her mother Meena Devi, who worked with the Assam Health Services.  She passed out her Class X from Holy Child School in Guwahati and graduated at Indraprastha College for Women in New Delhi.  

Then she went to Jawaharlal Nehru University (JNU) for her Masters, M.phil and Ph D. In 2008, when she got her new job posting as Assistant Commandant of Makum. Maybe it was an interesting sign of fortunate or unfortunate experience,  within two hours of her joining the office, she was assigned to move to Udalguri, upon urgent intervention to prevent the situation in the area where ethnic clashes between the Bodo and illegal migrants from Bangladeshi had broken out. There she realized how one could lose everything in just a fraction of a second, simply on account of being born to a different community. Later the same year, she got married to Puru Gupta, who is currently the Deputy Commissioner of Chirang district of Assam and they are blessed with a two-year-old son. Dr Sanjukta Parashar, now holds the post of Superintendent of Police (SP) of Jorhat District of Assam.

BPCL Assam refinery closed after fire in crude unit

Guwahati: A fire at the 60,000 barrels-per-day Numaligarh oil refinery in Assam caused the shutdown of most of the BPCL-run facility early on Friday, but the fire was brought quickly under control, the chairman of Bharat Petroleum Corp Ltd (BPCL) told Reuters."There is only one crude unit at the refinery which, along with other downstream units have been shut but the gasoline unit which is separate from the main plant is still functioning," BPCL chairman RK Singh said. He said the company was assessing the damage to the plant but that it had enough inventory to meet local demand.

Poachers kill two Kaziranga Rhinos in Assam

JORHAT/GUWAHATI: After a brief lull, poachers again struck at Kaziranga National Park, about 250km here, killing two rhinos and chopping off their horns. While a gang of poachers killed one rhino at the Dhanbari area under the Agoratoli forest range of the park on Thursday evening, another rhino carcass was recovered from the Kanchanjuri area under the Bagori forest range on Friday. The adult male rhino whose carcass was recovered from Kanchanjuri was also a victim of poaching as its horn was missing. Park officials said according to the autopsy report, a .303 rifle was used to gun down the rhino at Kanchanguri. At Dhanbari, the poachers killed an adult rhino on Thursday evening. 

Though an operation was launched soon after a gunshot was heard in the area, the poachers managed to escape. It started raining in the area soon after, slowing down the operation. "Our staff found the carcass this morning after a night-long operation in the Agoratoli forest range. We also opened fire but no one was killed or injured in the attack. While the rhino at Kanchanjuri was killed with a .303 rifle, the weapon used at Dhanbari is yet to be ascertained," said Kaziranga divisional forest officer S K Seal Sharma. Park officials said that a manhunt for the poachers was still on. No one has been nabbed yet in connection with the rhino killings. Officials said that poachers might have holed up in villages adjoining the park and intelligence gathering has been stepped up.

Explosion in Assam Rifles premises in Mizoram

Aizwal: An explosion ripped through a temple inside the premises of the 26th battalion Assam Rifles in Aizwal early Thursday morning. The explosion shattered 26 window panes and some window frames, the police said. Police suspected that the explosive used was gelatin and the bundle of gelatin sticks must have been thrown from the main road as the compound housing the temple was encircled by the road. The explosion came on the day when the opposition Mizo National Front (MNF) is organising a rally called 'Milem Biak Duhloh Kawngzawh' or Anti-Idol Worshipping Rally'.

Bhimajuli Massacre of 2009 " Black Day of Assam"

In 2009 Bhimajuli terrorists attack on the Gorkhas during Durga festive season .12 persons including 7 Gorkhas were killed in a gruesome attack by the anti-talks faction of National Democratic Front of Bodoland (NDFB) militants at Bhimajuli near Balichang police outpost area under Biswanath Chariali subdivision in Sonitpur district on 4th October evening in 2009 during festive Durgapuja celebrations and several injured. This day should be seen one of darkest day of secular and democratic nation like India so we the AAGSU term it as a ‘blackday’. Gorkhas of Assam and the Northeast will never give any space to terrorism of any form and denounce it vehemently in strongest terms. Gorkhas have been known as brave revolutionary fighters so we are believer of democratic means of revolutions and will not tolerate at any cost, any attempt to terrorize and make Assam, heaven of terrorism.’ 

THE STORY- A fully rehearsed drama staged lively 

On the night of the attack, the villagers were preparing for the festival when all of a sudden tamed domestic dogs started barking .The barking got louder and louder as if some danger was approaching. The air was now filled with fire cracker like sound in a nearby location and youths speaking Bodo language armed marching towards them through the paddy field. On our interrogation we could estimate there were about 3 groups with 6 members each. All the four groups operated at a time on hearing a whistle from its commander. Three out of six members were suicide attackers while three members were meant for cover-up. The length of the village is 1.5 kms (app) and they operated at a time from four places at half kilometers distance apart so the casualty could be high. Continuous blind firing were shot at houses targeting anyone in front of the gun point not sparing even children. It was obvious that this act of brutality was simply to show their underground power and showcase their existence as terrorists. The militants carried out their mission as planned and the Assam history recorded the most inhuman killing in recent times. One of the villagers, Dewen Bora sighted a group armed with AK-47 rifles. 

He alerted his wife Dulumoni and daughter Junumoni while he was shot. Drunken terrorists considering him dead went ahead while he rang up the Balichang police out post. By then, they shot dead his wife and daughter. The same group fired at the house of a widow Ashakrami Manju Devi who was with her eleven year old son Suruj Upadhyay. But the dastard militants shot her dead from close range near the toilet while hidden Suruj was left. At the same time other groups were operating in other parts of village and now the people were clear that something untoward was happening.In front of Manju Devi’s house, Phulmoni Gard, a daily wage earner was shot who later succumbed to her injuries at the Guwahati Medical College Hospital (GMCH), 7 year old Laku Gard was left all alone to bear the testimony of the heinous attack. Even bullet ridden Krishna Gard (13) died on the fateful day in Knakalata Civil Hospital, Tezpur, the administrative district head quarter of Sonitpur where all the injured were shifted initially and those critically injured were shifted to GMCH, Guwahati. 

The other group of terrorists were all ready to create menace at the house of Man Bahadur Chettri.70 year old mother of Chandra Chetri , Smti Goma Devi had been to Man bahadur Chetri’s house to speak to a relative who had came from Gorddhowa to put on “Dassain Tika”. All were sitting in the drawing room, while the terrorists entered the house and killed them. Fortunately, the guest could escape. He also bears the testimony as he injured his leg with undirected bullet. However, the other members of the family escaped as they had been to a Lakhi Pooja mela nearby and had not returned till then. Recalling the incident Indira Chettri,an eye witness, said “They shot every one mercilessly; they didn’t listen to the pleas made by the victims. They even refired to make sure that everyone in the room died and before leaving the room, they opened various rounds of fire”. The third group by now had killed Chabilal Telenga and had shot Bhuban Newar. The entire group met at the other end of the village and planned to attack the house of Thuleswar Pradhan, a government school teacher and small tea grower who was known to be resilient for paying extortion bids to the banned outfits. 

The family was having dinner early to leave for a local mela with the children while 11 months old Namita was sleeping in the cot. On the north of dining hall through the open window terrorist brutally shot Pradhan and family from a very close range. Ranju Pradhan (6) was found lying on the dining table with rice in her mouth while Thuleswar lied flat on the floor and his wife Lalita Pradhan lay senseless on the table. Senior Pradhan both wife and husband while trying to run away were ridden with bullets on their leg and even today they are struggling for life. Ranju Pradhan later breathed her last on the way to GMCH while Laita is fighting for life at the All India Institute of Medical Sciences (AIIMS), New Delhi. She underwent a major operation to remove a bullet from her small intestine at the GMCH. After committing this heinous crime the heavily armed militants walked out of the village towards Arunachal border with their mission ompleted. One and half hour after the mayhem, the police arrived from barely 7 kms distance to do the preliminary investigations. This is how the incompetent administration and inefficient police action led to such a barbaric incident.

9 cases of Assault, Intimidation Registered, 8 held

Banglore : After nearly 10 days of unsubstantiated claims, the city police registered nine cases in the 24 hours ending Friday night where people from the northeast had been assaulted and intimidated. Four of these cases involved assault and the remaining five were related to intimidation.The first case of assault was registered by the Ashoknagar police on Friday afternoon based on a complaint filed by four people of a family from Darjeeling.

The victims — Prakash Rai (28), Ajai Chetri (29), Rijan Gurung (22), Kumar Chetri (30) — told the police they were attacked by a three-member, “Urdu-speaking” gang 50 metres from their home in Neelasandra where they live with their families. Mr. Rai, Mr. Ajai Chetri and Mr. Kumar Chetri own roadside momo stalls and Mr. Gurung works in a salon.

Outside a mall

It was the second attack, though, that had the police confounded as those arrested belonged not just to the Muslim community but included a Christian as well as a Hindu man.The victims in the second case — Lailan (26), Robert (25) and Sangpe (19) — were attacked outside a mall in Shantinagar. In their statement to the police, these men from Manipur said that Abrar Ahmed, a mall employee, accosted them around 1.45 p.m. and sought to know if they were from the northeast.

When they replied in the affirmative, they were attacked by a gang that seemed to be acquainted with Abrar. The police arrested eight people in connection with this case and identified five of them as Abrar, Vinay, Antony, Salman and Mubarak. They did not belong to any organisation, said Deputy Commissioner of Police (Central) B.R. Ravikanthe Gowda.

Beaten up

Detailing the first attack, Mr. Ajai Chetri told The Hindu he was walking back home at around 1 p.m. on Friday along with Mr. Kumar Chetri and Mr. Gurung when the gang pounced upon them in the narrow bylane. “They punched and kicked us as well as hit us with a helmet,” he said. When Mr. Rai, who heard their pleas for help and tried to intervene, one of the attackers picked up a spade and hit him.

“I was carrying my child when I was hit. They wanted to hit me on the head but missed narrowly,” Mr. Rai said and added that the attackers were speaking in Urdu. “There were several people around but they just watched,” said Mr. Gurung. They had decided not to return to their village following assurances from local leaders and the police. “The police patrol was stationed around 100 metres away but the attackers vanished by the time they arrived,” claimed Mr. Ajai Chetri.

Promise belied

Tall promises made by the police top brass on Thursday sounded hollow in the case of Alo Sumi of Nagaland. He was in his neighbourhood in Koramangala 8th Block when a gang of 10 approached him threateningly and asked him to leave. He told The Hindu he made a dash for his house and locked himself in. Calls to the Koramangala police were met with a cold response, he said, and they asked him to contact the Adugodi police. The latter did not get there “in five minutes” as was promised. Instead, it took them more than three hours, well after 10 p.m., to arrive at his doorstep.

Threatening calls

The J.P Nagar police registered a case of intimidation based on a complaint by Rajiv Newar from Assam, who said he had received five threatening calls from a mobile phone late on Thursday. The Ashoknagar police registered three separate cases of intimidation the same day. One was filed by Marylyn Bou (26) from Manipur who claimed she was threatened at Ejipura. The second was filed by D. Peter (26) from Assam who claimed he had been waylaid and threatened by a gang at Austin Town. On Thursday evening, Bikash from Mizoram and a resident of Anepalya had registered a case of intimidation.

The Ashoknagar police station received two other cases by late Friday. According to police sources, a complaint was filed by a 23-year-old Manipuri boy, Cunningham, who was threatened in Johnson Market. He sustained hand and leg injuries, the police added. Two boys, Yantsuthung Erui and Renthungo Odyuo, both 21 and Jain College students hailing from Nagaland, were threatened by a gang in Shantinagar between 6 and 7 p.m.

After Bangalore, Northeast people flee Mysore, Mangalore

BANGALORE: Appeals and assurances of safety by the Karnataka government notwithstanding, people from northeast continued to flee the state in hordes for the third consecutive day on Friday, driven by rumours of impending attacks. The exodus so far confined to Bangalore has now spread to some other parts with people of the northeast region living in Mysore, Mangalore and Kodagu arriving here in trains and buses and rushing to railway counters to buy tickets. More than 15,000 people have fled the city in the past two days following the rumours, official sources said on Friday.

The railways had sold 9,718 tickets for the two special trains that headed to Guwahati on Thursday night, divisional railway manager, Bangalore, Anil Kumar Agarwal, said on Friday morning. Officials estimate the number of people from the northeast, including students, residing in Bangalore in the range of 2.5 lakh and 2.75 lakh. The government continued to reach out to the community urging them to stay on and assured them that it is committed to safeguarding their lives and property in Karnataka.

"We on behalf of people of Karnataka and government once again reassure the people of the northeastern community that they are safe and welcomed in Karnataka", the government said in an advertisement, signed by chief minister Jagadish Shettar and home minister R Ashoka, published in newspapers on Friday. The government said no violent incidents have been reported. "We thereby urge not to heed to rumours and rest assured that stringent security measures have been deployed to prevent any untoward incidents". Strict action would be taken against anyone spreading rumours. "We also request the north-eastern media not to go by unconfirmed reports which can create further fear and confusion," Shettar and Ashoka said.

"The exodus of northeast people from the city is not due to threat factor, but due to anxiety to be with their parents at a time when Assam has been gripped by violence," law and parliamentary minister S Suresh Kumar said. Official sources said railways have arranged a special train to Guwahati which would leave in the afternoon. "Looking at the demand for tickets to northeastern states, we may arrange some more special trains," a railway official said. Karnataka chief minister Jagadish Shettar, home minister R Ashok, DGP Lalrokhuma Pachau, himself from the north eastern state of Mizoram, and Bangalore police commissioner Jyotiprakash Mirji have repeatedly assured the north eastern people of their safety, but rumours have overwhelmed them.

The Intelligence Bureau and state police are yet to ascertain the source of the rumours. The state home department has ordered surveillance of social media sites to check for people who are distorting facts and circulating false information. Suresh Kumar also requested Shettar, who is in Delhi on Friday, to urge railways to arrange for as many special trains as possible to clear the rush as he expects more people from the northeast to leave.

10 Latest Developments in Karnataka on North-Eastern Community

Bangalore: The Centre and the Karnataka government have reiterated that there is no threat to people from the North-East living in Bangalore, and there is no need for them to return home. Cities like Bangalore, Hyderabad and Pune are on guard against aftershocks of the ethnic violence that has hit Assam hard in the last one month; nearly 80 people have died.

1 - Karnataka Chief Minister Jagadish Shettar, who heads the BJP government in the state, has assured the North-Eastern community that there is no need for them to leave the state and return home. Mr Shettar met students from the North-East on Thursday and later said, "The whole Karnataka government is with you...there is nothing to worry (about)."

The Chief Minister also reassured them that nobody has been attacked in the state as a result of the ethnic violence in Assam and that the state is providing them with adequate security. "Many people from the North-East have been peacefully living in Bangalore for the last 10-12 years. Some rumours have created fear in them. But there is no base for this fear. No untoward incident has been reported of any attack on North-Eastern citizens in Bangalore. So I urge them to stay here." Mr Shettar further added that "Bangalore is an international city. But despite several assurances from the Chief Minister and also from the Centre, many people from the North-East are heading home. In Bangalore, for the second night in a row, two special trains departed for Guwahati, in addition to the regular train that runs every evening. Sources say another special train has been arrange for 2 pm today due to huge rush. Officials maintain that this rush is partly because of the long weekend. But some students from states like Assam and Manipur say their parents are worried about their safety and want them back at home. Nearly 7,000 people boarded the trains on Wednesday night and another 10,000 left on Thursday. Over one lakh people from the North-East live in Bangalore.

Karnataka Home Minister R Ashok visited a train station last night and reassured the passengers that no community is at risk in Karnataka. Speaking to NDTV, he too reiterated that there is no threat to the people from the North-East. "Bangalore is safe. No untoward has happened. They are 99 percent rumours. But we are being very cautious and alert," he said. Mr Ashok will meet with senior police officers to take stock of the safety measure today. Bangalore Police Commissioner Jyothiprakash Mirji also visited the railway station yesterday and said, "Do not panic or pay heed to rumours."

The Ministry of Home Affairs has ordered surveillance of websites and social networking sites to identify those who are misreporting facts and circulating messages to instigate violence. Acknowledging that rumours and threatening text messages are fuelling tension, the Prime Minister said yesterday, "We must work together to ensure that all people from other states do not feel threatened by rumour-mongering and SMSes. We have to maintain peace at any cos." He also urged all political parties to "work together to give a feeling of confidence" to all people affected in the recent violence in Assam.

Student representatives of Bangalore's north-eastern community met on Thursday morning with Muslim leaders who have said they will continue to disseminate messages of peace. "Those feeling unsafe may take shelter in our homes and mosques. But please do not leave the city. It is yours as much as it is mine," said Akbar Ali, Convenor, Bangalore's Muslim Welfare Association.

Assam Chief Minister Tarun Gogoi said on Thursday afternoon that Indians from the North-East, living in cities like Bangalore, should stay where they are. He phoned the Chief Minister of Karnataka on Wednesday and asked that his administration ensure the safety of students and young professionals in Bangalore. Sources say Mr Gogoi has decided to send two ministers each to Bangalore and Hyderabad to interact with government and community leaders there to allay fears. They may also go to Pune, sources added.

After reports of new ethnic violence in Assam, the Army will be deployed in the state to help maintain law and order; the state government has formally sought its assistance today. Nine columns of the Army (about 600 personnel) will be stationed in Nalbari, an important town in Lower Assam which has been hit by ethnic violence.

A car was set ablaze on Wednesday night in Baksa, which is in lower Assam, and was one of the districts affected in the recent clashes between Bodo tribals and Bengali-speaking Muslims. Angry locals, in response, torched a bus and a bridge on Thursday morning. Nearly 80 people have died in the last month in the ethnic clashes. Till recently, four lakh people were packed into relief camp.

In New Delhi, senior BJP leader Sushma Swaraj said yesterday, "Panic due to rumours in Karnataka is a very serious issue. The Karnataka government will do everything to protect the people from the North-East. It is a case of concerted effort to create divide among people." She also urged the governments of Andhra Pradesh and Maharashtra to build confidence among people from the North-East who study or work in cities like Hyderabad and Pune.

Team Anna member Akhil Gogoi attacked, critical

NALBARI : RTI activist and Team Anna member Akhil Gogoi was attacked on Friday in Dharmapur area of Nalbari district in Assam by suspected Youth Congress activists. Gogoi, was visiting Punni village in Dharmapur area to take stock of the flood situation, was allegedly attacked with sticks and sharp weapons, the police said. Gogoi suffered head injuries and was admitted to Nalbari Civil Hospital in critical condition.

In his FIR he alleged that the attack was carried out by six youth Congress activists at the behest of Assam Agriculture and Parliamentary Affairs Minister Nilamani Sen Deka. "They were Congress's goons. I know the names of the assailants. One of them is Pappu Ali who is joined the Youth Congress. They made repeated attacks on me and they were taking the name of Nilamani Sen Deka," he said. Deka represents Dharmapur assembly constituency.

GUWAHATI : Rescuers on Monday scoured the waters of the Brahmaputra River amidst torrential rain to locate the over 100 missing in Assam’s worst boat disaster that left 103 dead even as authorities feared that the toll may rise. “The death toll may rise as more than 100 are missing and the exact toll will be known after the search operation,” Dhubri Deputy Commissioner Kumud Chandra Kalita said.

Rescuers and divers of the Army, BSF and NDRF with speedboats were searching the waters on Tuesday morning amidst torrential rain which was continuing since Monday night to locate more bodies as the ferry was carrying over 300 passengers when it was caught in a storm and capsized in Dhubri district on Monday, he said.

“The National Disaster Relief Force, BSF and Army and personnel of the district administration are continuing search operations amidst torrential rain which has continued till this morning,” Mr. Kalita said. The ferry was sailing from Dhubri ferry ghat to Medartary on south bank of the river when it was caught in a storm.

The bodies have been kept at the Dhubri Civil Hospital. President Pratibha Patil had expressed grief over the loss of lives, while Prime Minister Manmohan Singh had assured Chief Minister Tarun Gogoi of all help for relief and funds for families of the victims.

The chief minister has already ordered an inquiry. Another 12 persons were missing in another boat capsize in the same area on Monday. However AP reported that 103 bodies have been fished out of a river after a packed ferry boat capsized in Assam.

Declare Tea as National Drink: Assam MP

A Rajya Sabha member from Assam today demanded that tea be declared India’s national drink.Birendra Prasad Baishya raised the issue in the Rajya Sabha, saying tea consumption had become a way of life in the country. “Tea is not just a product or commodity but a culture… The word ‘chai’ reverberates from east to west and from north to south,” Baishya pointed out while drawing attention to the issue.

“Tea has contributed immensely to the economic growth and social developments in India,” he added. According to him, 83 percent of all households in India consumes tea. This is increasing at the rate of 3 percent annually. “India is the biggest producer of Black Tea in the world with a turnover of Rs.10,000 crore annually,” he said.

Baishya also spoke about the medicinal qualities of tea. “I therefore urge the government to declare tea as the national drink of India,” he said. Assam Chief Minister Tarun Gogoi had said earlier that the state, where tea was discovered in 1823, would urged the central government to declare tea as the national drink.

The move has cheered several groups like the North Eastern Tea Association (NETA), Assam Tea Planters Association (ATPA) and Bharatiya Chah Parishad (BCP). “Tea undoubtedly deserves this coveted tag,” said NETA chairman Bidyananda Barkakoty. Assam is the largest tea producing state of the country.

Tussle over New Assam Rifles Chief

New Delhi: Differences between the Defence Ministry and the Army Chief General VK Singh appeared to be continuing with the Ministry blocking his proposal for appointment of a top military official to the post of Director General of Assam Rifles. General Singh, who had lost a bitter battle against the Ministry in the Supreme Court on his age issue recently, had recommended the name of Lt Gen AK Choudhary, who is the Director General Military Operations (DGMO), for the post in a proposal to the Ministry of Home Affairs (MHA).

But the MHA, which exercises control over the Assam Rifles, was asked not to consider the proposal by the Defence Ministry which raised objections as it did not have the approval of the Defence Secretary or any other competent authority, sources said. The Defence Ministry has now asked the army to propose a fresh panel of officers for the appointment but the latter has not yet responded, they said.

Earlier, the Army had nominated a panel of three officers including Lt Gen Choudhary and Adjutant General Lt Gen JP Nehra. It is unusual that Army is approaching the MHA directly bypassing the Defence Ministry as normally all such proposals are approved by it before they are forwarded to other Ministries, they said. They said the appointment of previous incumbent Lt Gen Rameshwar Roy in 2010 had the sanction of the Defence Ministry.
