Businessman Aarrested in Darjeeling for Financing Disruptive Activities

Darjeeling : A prominent businessman was arrested on Wednesday for allegedly funding disruptive activities in West Bengal's Darjeeling region, police said. B M Garg, who owns a popular retail outlet in Darjeeling, was picked up from his residence, as part of a crackdown by the West Bengal government against the Gorkha Janmukti Morcha (GJM) and those funding the outfit, Darjeeling Superintendent of Police Kunal Agarwal said. After Garg's arrest, shops and markets in the town downed their shutters. 

Two other businessmen -- Dilip Parik and Mangaylal Parik - were also arrested from Sangam Bazaar area under Darjeeling subdivision. "They were arrested with unaccounted 100 bags of rice and Rs 1.32 lakh in cash," Agarwal said. The Mamata Bannerjee government has been cracking down on the GJM since it intensified its movement for a separate state of Gorkhaland in July after the centre gave the go-ahead to Telangana. A couple of days back, a man named Ashok Pokhriyal was arrested from Kalimpong for funding the GJM and its agitation.  Wednesday's arrests were based on information gathered from Pohkriyal's interrogation.

सिक्किम में पर्यटन विकास परियोजनाओं को केंद्रीय वित्तीय सहायता की मंजूरी

गंगटोक : केंद्रीय पर्यटन मंत्री के चिरंजीवी ने सिक्किम में विभिन्न पर्यटन विकास परियोजनाओं के लिए केंद्रीय वित्तीय सहायता को मंजूरी दी. यह मंजूरी सिक्किम समेत पूर्वोत्तर में पर्यटन क्षेत्र को बढ़ावा देने के उद्देश्य से दी गई. पश्चिमी सिक्किम में बुड़ा-नीलकण्ठ में पर्यटन संबंधी बुनियादी ढांचे के विकास के लिए 89.10 लाख रुपये दिए जाने हैं. बुड़ा-नीलकण्ठ खूबसूरत नदी तट पर गेजिंग और रेनचेंगपोंग के रास्ते पर है. इस जगह पर्यटन संबंधी बुनियादी ढांचे को मजबूत करने से यह इस क्षेत्र में अनिवार्य दर्शनीय स्थल बन जाना है क्योंकि तब पर्यटक दूर से ही इसे निहार कर नहीं जा सकेंगे. 

सिक्किम सर्किट में राष्ट्रीय राजमार्ग के साथ पर्यटक सुविधाओं को सुदृढ़ बनाने हेतु 160 लाख रुपये प्रदान किए जाने हैं. इस परियोजना में रैंगपो कस्बे में राष्ट्रीय राजमार्ग 31 ए के साथ सड़क के निकट सुविधाऐं और कार पार्किंग क्षेत्र का निर्माण शामिल हैं. सिक्किम में सुपरलेटिव साइनेज और होर्डिंग्स के प्रावधान और प्रदर्शित करने हेतु 160 लाख रुपये प्रदान किए जाने हैं. यह साइनेज रेलवे स्टेशनों, बस अड्डों और होटलों जैसे विभिन्न स्थानों पर लगाए जाने हैं. पूर्वी सिक्किम में बारचांगे वाटर साइट के विकास सहित मार्चेक के साथ पर्यटन सर्किट के विकास के लिए 160 लाख रुपये मंजूर किए गए हैं.

86 दिन बाद केदारनाथ मंदिर में फिर शुरू हुई पूजा

केदारनाथ : उत्तराखंड में जून में भीषण प्राकृतिक आपदा की वजह से मची तबाही के बाद केदारनाथ मंदिर में पसरा सन्नाटा आज सुबह मंत्रोच्चार के साथ ही खत्म हो गया, जब केदार घाटी में 400 से अधिक लोगों को मौत की नींद सुलाने वाली बाढ़ की विभीषिका के 86 दिन बाद इस हिमालयी तीर्थ में प्रार्थना और पूजा हुई। पौ फटने के कुछ देर बाद घड़ी की सुइयों ने जैसे ही सात बजने का संकेत दिया, छठीं सदी के इस मंदिर के प्रधान पुजारी रावल भीम शंकर लिंग शिवाचार्य ने मंदिर के पट खोले और पूजा करने के लिए गर्भगह में प्रवेश किया। पूजा और प्रार्थना आज सर्वार्थ सिद्धि योग के अवसर पर शुरू की गई, जिसे अत्यंत शुभ माना जाता है। उत्तराखंड के मुख्यमंत्री विजय बहुगुणा अपने कुछ मंत्रिमंडलीय सहयोगियों के साथ आज की पूजा में शामिल होने वाले थे, लेकिन खराब मौसम की वजह से वह देहरादून से नहीं आ सके। 

केदार घाटी घने कोहरे की चादर से ढकी है। आज सुबह सवेरे हुई पूजा को कवर करने के लिए आने वाले मीडिया के विभिन्न दलों को यहां से करीब 22 किमी दूर गुप्तकाशी में रूकना पड़ा क्योंकि वह खराब मौसम की वजह से आगे नहीं बढ़ पाए। पूजा से पहले मंदिर का शुद्धिकरण और फिर प्रायश्चितकरण (मंदिर में लंबे समय तक पूजा न करने के लिए प्रायश्चित) किया गया। प्रधान पुजारी के साथ बड़ी संख्या में पुरोहित और बद्रीनाथ केदारनाथ समिति के अधिकारी मौजूद थे। सामूहिक मंत्रोच्चार और पवित्र शंख की ध्वनि से पूरा मंदिर गूंज उठा। बहरहाल, 13,500 फुट की उंचाई पर स्थित इस मंदिर में फिलहाल किसी भी श्रद्धालु को जाने की अनुमति नहीं दी जा रही है। 

इस प्रख्यात हिमालयी मंदिर की यात्रा बहाल करने की तारीख तय करने के लिए 30 सितंबर को एक बैठक बुलाई गई है। पूजा के लिए मंदिर की सफाई करने के बाद उसे बहुत ही अच्छी तरह सजाया गया। इससे पहले राज्य में आई भीषण बाढ़ का असर मंदिर पर भी पड़ा था और वहां 86 दिन तक खामोशी छाई रही थी। बाढ़ के कारण पहाड़ी जिले रूद्रप्रयाग, उत्तरकाशी, चमोली और पिथौरागढ़ बुरी तरह प्रभावित हुए तथा आधिकारिक आंकडों के मुताबिक 600 से अधिक लोगों की जान चली गई। इस आपदा में 4,000 से ज्यादा लोग लापता भी हो गए।

The Gorkhaland Joint Action Committee in Darjeeling today decided to put on hold our agitation for a separate State till October 20th 2013. This is in deference to the appeal by the Union Home Minister Sushil Kumar Shinde as a prerequisite for tripartite talks on the statehood issue. The condition set is that the talks should be held by October 20. The Home Minister has clearly stated that no new states cannot be created "immediately". We reiterate that the solution to Gorkhaland is not immediate and that it requires stepwise dialogue to solve the century old demand of the Gorkhas. We decry the hostile and confrontationist attitude of the State Government and would henceforth expect its cooperation to take the tripartite talks forward. We will also organize a sit in Dharna in Darjeeling, Kalimpong and Kurseong from 13th September onward in our traditional attire. 

The students and Heads of educational institutions will also write a fax to the Prime Minister, Home Minister and the President of India regarding Gorkhaland. With this in mind I would like to remind all sides who agree on the need for tranquillity in the region to come together in inclusive dialogue to relook at the emerging reality in the hills. The Tripartite dialogue should be on the GJM’s ultimate demand. The GJM reiterates its commitment to safeguarding the well-being of the people and to ensure peace and calm in the Darjeeling hills It will indeed be unfortunate if any of the stakeholders who may share a common concern for the future of the region turns away from the prospect of a solution to the Hill problem. I am honoured to be given additional charge of functioning as the next chairman of the GJAC with Mr R B Rai as my aide. No Salary for State Government and GTA employees in Darjeeling

DARJEELING : Employees, especially those working in the Darjeeling district collectorate and Gorkhaland Territorial Administration (GTA), may not get their salaries for August owing to no work, no pay being implemented to rein in supporters of the Gorkhaland agitation. The Gorkha Janmukti Morcha renewed its demand for a separate state of Gorkhaland after the UPA government decided to carve out Telangana from Andhra Pradesh.  And since then the Hills have remained shut.  To rein in the agitators, the state government had issued a “dies non” notice ordering all the employees to attend office or face consequences, including salary cuts.  “Employees have attended office hardly for a day or two this month. That money will be adjusted with their provident fund hence most will not get their pay cheques,” said Puneet Yadav, district magistrate of Darjeeling. There are around 200 permanent and 160 temporary staff working in the Darjeeling district collectorate.  

Even GTA employees’ fate is hanging in balance.  “We have sent showcause notices to all the employees and have asked them to reply within the next seven days. If the employees cannot furnish valid reasons with supporting documents for their absence, their salaries will be deducted. This is not a rule alone for the Hills. This is applicable throughout the state,” said Ram Das Meena, principal secretary of GTA.  The GTA has a permanent workforce of around 3,600 and 6,000 temporary staff.  All eyes are trained on the Gorkhaland Joint Action Committee (GJAC) meeting scheduled for Tuesday.  The meeting will decide the fate of the ongoing bandh. Most feel that it will be difficult for the GJAC to open the educational institutes from September 13 amid the indefinite bandh.  “It is a difficult situation for us. 

While we cannot afford to defy the political diktat and go to work, the government cannot provide us with enough security so that we can go to work. Now, we have to bear the brunt,” said a local on condition of anonymity. After observing “Ghar Bhitra  Janta” (public indoors) and “Ghar bahira Janta” (public outdoors) programmes, the GJM called for “Bazar Ma  Janta” (public in the markets) on Monday to stock up food stuff for the indefinite bandh which is going to resume from Wednesday.  The GJM had announced a two-day bandh relaxation on Monday and Tuesday. Shops and ATMs witnessed serpentine queues from early in the morning.

मुजफ्फरनगर में हुई हिंसा,दिल्ली-देहरादून राजमार्ग बंद

देहरादून : उत्तर प्रदेश के मुजफ्फरनगर में हुई हिंसा की घटनाओं के मद्देनजर प्रशासन ने दिल्ली-देहरादून एनएच 58 राजमार्ग को बंद कर दिया है. मेरठ मंडल के आयुक्त मंजीत सिंह ने रविवार सुबह बताया कि पड़ोस के जिले मुजफ्फरनगर में हुई हिंसा को देखते हुए ऐहतियात के तौर पर दिल्ली-देहरादून राजमार्ग को अगले आदेश तक बंद कर दिया गया है. उन्होंने बताया कि यातायात मार्ग में भी थोड़ा बदलाव किया गया है.

मुजफ्फरनगर की तरफ जाने वाले वाहनों को मेरठ से वाया बागपत की तरफ से निकाला जा रहा है. आयुक्त ने कहा कि मेरठ जिले के निलोहा गांव में एक व्यक्ति के मारे जाने की  घटना के अलावा मेरठ मंडल के कुछ इलाकों में छिटपुट घटनाएं जरुर हुई हैं लेकिन, कोई बड़ी अथवा गंभीर घटना अभी तक कहीं नही हुई है. गौरतलब है कि मुजफ्फरनगर में दो गुटों के बीच हिंसा भड़क गयी थी. इस हिंसा में अब तक एक टीवी पत्रकार समेत 31 लोगों की मौत हो चुकी है. दो गुटों के बीच हुई हिंसा के बाद मुजफ्फरनगर छावनी में तब्दील हो चुका है.

Assam Government mulling Anti-Superstition Law

Guwahati : With attacks against persons suspected to be practising witchcraft on rise, the Assam government is planning to bring in an anti-superstition bill in the next session of the state Assembly. Chief Minister Tarun Gogoi recently announced that the state government was contemplating to enact a law to put an end to the practice of witchcraft. "There has been a noticeable rise in cases where people are getting killed after being suspected of practising witchcraft in Kokrajhar and Jorhat districts of Assam," he said. The chief minister went on to say that apart from enacting a new law to eradicate the practice, the government would launch an awareness campaign. 

In the last decade alone, Assam has witnessed nearly 100 killings as a result of various social evils practised by people inspired by superstition. According to police records, 21 cases of witch-hunting were registered in 2006, followed by 7 cases in 2007, 10 cases in 2008, 4 cases in 2009, 11 cases in 2010, 29 cases in 2011 and 14 cases in 2012 across Assam. Social activists in the state have welcomed the proposed initiative, but pointed out that if it was not given more teeth it would meet the same fate as happened in states like Bihar, Jharkhand and Chattisgarh where a similar legislation exists. In those states, the law has failed to act as a deterrent since the provision of punishment enshrined in the law is mild. At most, the punishment amounts to three months in jail and a penalty of Rs 1,000.

India has 55.48 crore mobile owners, 14.32 crore Internet users

New Delhi: There are 55.48 crore actual mobile users in the country and 14.32 crore internet users, according to a study by research firm Juxt. "India has 55.48 crore mobile users as per our India Mobile Landscape (IML) 2013 study. More than 29.8 crore, about 54 per cent, of these device owners are in rural areas as compared to 25.6 crore in cities and towns," Juxt co-founder Mrutyunjay told PTI. There are total 77.39 crore functional SIMs with validity but only 64.34 SIMs are being used by 55.48 crore mobile devices owners, the study report said.IML study finds that there are 14.32 crore internet users in the country. "The number of unique Internet users in India, who access Internet from their desktop or laptop, smart TV or mobile data connections together stand at around 94.7 million. But when one adds the number of users who also access Internet through operators portals such as Airtel Live and Reliance R World, the number goes up to 143.2 million," Mrutyunjay said. 

The study found 2.38 crore individuals access Internet from their mobile phones using a data connection such as GPRS or 3G. Out of this, 93 lakh access Internet only through mobile phones and around 77 per cent of these users are in rural areas. Talking about size of survey, he said that the field survey was conducted between May and mid-July 2013 covering 109 urban centres and 196 villages in all the 28 states and 3 union territories in India. "It (survey) covered 80 of the 88 regions as classified by the National Sample Survey Organisation under the Ministry of Statistics and Program Implementation. The study sample represents 94.8 per cent of the Indian population and 96.1 per cent of the total Indian households," he said. Meanwhile, as per the data revealed by sectoral regulator TRAI, there are total 87.33 crore mobile subscribers in the country. Of this, 73.14 crore customers were found to be active on a particular date in June. The cumulative revenue of telecom service providers was Rs 54,284 crore in the January-March quarter as per TRAI data.

मुजफ्फरनगर दंगों के बाद देहरादून में हाई अलर्ट किया गया

देहरादून : बीते शनिवार मुजफ्फरनगर में दो समुदायों के बीच भड़के दंगे का असर दून में भी पड़ा है। हरिद्वार और देहरादून की सीमाएं सील कर दी गईं।वहीं देहरादून के अति संवेदनशील क्षेत्रों में पुलिस पेट्रोलिंग कर रही है। जानकारी के अनुसार पटेलनगर थाना क्षेत्र में सबसे अधिक सक्रियता बढ़ाई गई है। मेहूंवाला, बड़ोवाला, तेलपुर, बुढ्ढी, तुनवाला, टर्नर रोड, सुभाषनगर, नई बस्ती, गांधी रोड आदि क्षेत्रों में पुलिस पेट्रोलिंग बढ़ा दी गई है।

वहीं शहर से लगे डोईवाला, जोगीवाला, मोथरोवाला सहित अन्य इलाकों में पुलिस गश्त कर रही है। साथ ही स्थानीय खूफिया एजेंसी को भी सक्रिय कर दिया गया है और संवेदनशील और अतिसंवेदनशील इलाकों में लगाया गया है। एसएसपी केवल खुराना ने बताया कि सभी थानाध्यक्षों, क्षेत्राधिकारियों को अपने-अपने इलाकों में गश्त करने के निर्देश दिए गए हैं। वहीं हरिद्वार पुलिस के साथ भी लगातार वार्ता की जा रही है।पुलिस की पूरी कोशिश अफवाहों को रोकने की  है। साथ ही किसी स्थान पर अधिक लोगों के एक साथ इक्ट्ठा होने पर नजर रखी जा रही है। अगर कोई व्यक्ति अफवाह उड़ाता पकड़ा गया, तो उसके खिलाफ सख्त कार्रवाई की जाएगी।

The West Bengal State against a New State, The Gorkhaland Story

The Gorkhas of India are fighting to carve out a new state from West Bengal. With the state unrelenting on the demand, the onus is on the Centre to resolve the long-standing issue

DARJEELING : One of the few partially operating hotels in Darjeeling, whose only customers during the ongoing indefinite strike in the hills were media people, got an unusual vendor on a late evening. "I have some vegetables and a hen. Does anyone here want to buy?," a local asks Gobinda, the lone member of hotel staff who has been somehow persuaded by the owner to stay on. While buying the food items, Gobinda murmurs to himself in Bengali, "These people are struggling to earn their livelihood. I don't understand why they are still supporting this strike for Gorkhaland."


This is indeed the story of many in the hills - like Yogen Gurung, a 54-year-old worker in Happy Valley Tea garden of Darjeeling, or 32-year-old Raman, a driver with a local tourism agency - who are finding it difficult to provide for their family as the strike has brought economic activities in the hills to a standstill. Yet, they support the movement for a separate state and they are all convinced that Gorkhaland will give them their "identity" and this will be good for them and their children's future.

This indomitable spirit of many of the locals is undoubtedly the biggest strength of Gorkha Janamukti Morcha (GJM) chief Bimal Gurung who is spearheading the agitation. "It is not so much about development, the demand is a more basic one. The Gorkha community has made a lot of contribution to the freedom struggle. The fight was for Swadesh and Swaraj. We got swadesh - our country India - but what about swaraj or self-governance. It is a fight for our identity. This land has never been a part of Bengal," says the GJM president.

GJM spokesperson and MLA from Kalimpong, Harka Bahadur Chhetri, recalls the contribution of the freedom fighters like Bhagat Bir Tamang of Mirik, Durga Malla of Dehradun, Dal Bahadur Thapa of Himachal Pradesh, Dal Bahadur Giri of Kalimpong, who was imprisoned for his non-cooperation activities against the British, even Indian National Army musician Captain Ram Singh Thakuri who, among others, composed the tune for the famous patriotic song "Kadam kadam badhaye ja".

Historically, until 1905, when then Viceroy of India, Lord Curzon, effected the partition of Bengal, Darjeeling was a part of the Rajshahi division, now in Bangladesh. From 1905 to 1912 Darjeeling formed a part of the Bhagalpur division now in Bihar. It was given back to Rajshahi in 1912 and remained with the Rajshahi division till Partition. History is on their side, believe the Gorkhas. "This demand is among the oldest such demands across the country," says Chhetri, recalling that the first plea made for an administrative set-up outside of Bengal was in 1907 to the Morley-Minto Reforms panel. Thereafter, numerous representations were made every few years first to the British government and then free India's government for separation from Bengal.

Gorkhas say that despite being Indians, who fought for Independence, they are considered foreigners and migrants from Nepal. This misconception can be rectified, say separate state activists, only by the creation of Gorkhaland. To achieve this, they want the Darjeeling district and the northern part of Jalpaiguri district, which comprises the Dooars, to be constituted into a new state. This would account for 6,450 sq km area and a population of three million.

This fight for the identity of Gorkhas had turned violent in 1986 under the leadership of Gorkha National Liberation Front supremo Subhas Ghising. The 28-month long protest had culminated in the formation of the Darjeeling Gorkha Hill Council (DGHC) in 1988, which remained active for almost 22 years. When the DGHC proved inadequate to meet Gorkha aspirations, the Centre and state sought a sort of permanent solution in 2005 by initiating the process to bring the region under the Sixth Schedule of the Constitution, implying some degree of autonomy to a predominantly tribal area.

But, the Gorkhas, including a large section of GNLF supporters, opposed the Sixth Schedule and the Standing Committee of Parliament was forced to put a Bill tabled by the home ministry for this in cold storage. Riding on popular dissension against Ghising and DGHC, Gurung took control of the Gorkha leadership. Gurung, known to be a shrewd politician, had become popular among the locals primarily by means of garnering mass support for Prashant Tamang, the local contestant who went on to win the Indian Idol reality show in 2007.

The fact that Gurung could successfully gather mass support for his 'Gorkhaland' cause was perhaps an indication of misreading the situation by then chief minister Buddhadeb Bhattacharjee's government, which banked on Ghising as a face of the hills for far too long. With Ghising banned from entering Darjeeling by GJM, the Left Front government was on a collision course with the new party.

Things seemed to take a change for the better when the Trinamool Congress strode to power in the state. The new chief minister, Mamata Banerjee, managed to strike an agreement and the Gorkhaland Territorial Administration (GTA) headed by Gurung was formed. CPI(M) is of the view that Banerjee acted in haste in concluding the GTA agreement. "We have always supported autonomy, but not the creation of a new state. But when the GTA accord was signed in a hurry, the state compromised by mentioning Gorkhaland in it, which shouldn't have been done. The state government is now paying for it," says leader of Opposition Surya Kanta Mishra.

When the Congress announced on July 30 that it was in favour of Telangana, Gorkha hopes were roused again. Soon after, Gurung resigned as chief executive of GTA, and the movement gathered strength anew, helped also by the fact that people had lost all faith in GTA. Banerjee's oft-repeated and emotional take on Gorkhaland is, "Bengal cannot suffer the pain of yet another partition". There are many in the government who question the very right of Gorkhas for such a demand. According to a senior bureaucrat, former chief minister Jyoti Basu had once told Ghising that the Gorkhas were but immigrants from Nepal who have settled in India over generations and so had no right to demand a state.

To such arguments, the Gorkhas point out the documented history of how they came to be in India. After the 1815 Anglo-British War, Nepal, the defeated power, ceded almost 18,000 sq km of territory in parts of Himachal Pradesh, Uttarakhand, Darjeeling and parts of Assam to the British. "We came with this territory in 1815," is the slogan of the Gorkhas, "we are not settlers from Nepal." Darjeeling itself was acquired from Sikkim by the British in 1835 (Darjeeling had been given to Sikkim after 1815), Kalimpong and Dooars from Bhutan in 1865.

The agitation for a separate state has affected the economy of Darjeeling, home to the world's most loved tea. "Because of these strikes in the last few years, tea gardens here have often failed to meet their commitment of supplying tea. The industry is losing reliability in the market because of this," says Sandeep Mukherjee, secretary of Darjeeling Tea Association (DTA). According to Darjeeling Chamber of Commerce officials, tea industry in the hills generates an average of Rs 450 crore revenue annually, equal to that of the tourism industry in the region.

"The economy of the hills is mainly dependent on tea and tourism. Earlier timber had a major contribution but with stricter rules its importance has waned. While work is on in the tea gardens, tourism is worst affected," says Darjeeling Chamber of Commerce President B M Garg. The report on Gross State Domestic Product and Gross District Domestic Product of West Bengal for the period from 2004-5 to 2009-10 by the Bureau of Applied Economics & Statistics, shows GDDP for Darjeeling at 2009-10 price level Rs 10,224.84 crore, which is 2.5 per cent of state GSDP.

Many believe, Darjeeling has more potential, but the political impasse came in the way whenever the district showed sign of any improvement. Samrat Sanyal, executive director of Eastern Himalayas Travel and Tour Operators' Association, points out that the tourism industry had moved forward after the formation of GTA in 2011. "In 2012-13, there was substantial growth, with over 700,000 domestic tourists compared to 430,000 in the previous year. The first quarter was also good, but in the last one month hardly anyone has visited hills and we are back to square one," says Sanyal.

Snubbed by the state government, the Gorkhaland Joint Action Committee (GJAC, an apex group of eight political parties and organisations, including GJM, formed recently to spearhead the movement) plans to take the fight to New Delhi, as Gurung has pointed out, "Gorkhaland demand is a political issue, for which the remedy is with the Centre, not the state." A tripartite meeting involving the Centre, state and GJM is likely sometime soon. An agitated Banerjee has already written to Prime Minister Manmohan Singh that any tripartite meeting cannot be called by the Centre arbitrarily. "The prime minister had promised me nothing would be done in this regard without keeping the state in the loop.

Identification of non-Indian Nepalis living in North Bengal After 1931 - Mamata Banerjee

In a letter sent straight to his boss and West Bengal chief minister Mamata Banerjee, Trinamool Congress vice-president and former SDO of Kalimpong Dipak Ghosh wrote, “You have to patiently begin the process of identification of non-Indian Nepalis living in north Bengal according to the 1931 census. Then you have to strike their names off from all voter lists in Siliguri (including Dooars and Terai), Kalimpong, Kurseong and finally Darjeeling. And then one by one send them back to Nepal. After that the movement for Gorkhaland will die a natural death.” This curious despatch was dated August 8, 2013.

Less than a month later, Mamata is in north Bengal. In what can be seen as the opening shots of the racial strategy advocated by Ghosh, Mamata has adopted a ‘divide and rule’ tactic in which she has openly declared the Lepchas, and not the Gorkhas, as being the “original inhabitants” of north Bengal’s hills. In a public meeting organised by the Indigenous Lep­cha Tribal Association, she said to thunderous applause, “The original inh­a­bitants of Darjeeling are clear that they want nothing to do with the stir for a separate state. Has anyone ever heard the Lepchas demand a separate Lepcha­land? No. They have always aspi­red to integrate with the Indian mainstream.”

So a nebulous category, the “non-Ind­ian Nepali”, is being conjured up as a tactic against the Gorkhaland demand. It’s a risky gambit. No one can put a fix on “their” exact percentage, but it helps to build up a sneaking hysteria against a people who can fuel a separate statehood movement that has lasted three decades and repeatedly make tripartite talks (between the Centre, the state of Bengal and the Gorkha leaders) imperative.“The signing of the Indo-Nepal Treaty in 1950 was essentially an agreement of continued peace and friendship,” exp­la­ins analyst Tarun Gan­­guly, “but it never­theless put a ceiling on who qualifies as an Indian citizen of Nepali origin. The census that existed prior to the treaty, the 1931 cen­sus (there wasn’t one in 1941 bec­ause of the war), became the defining one. The treaty allowed free mov­e­ment and trade across the border, but declared that those who moved to India after 1931 and settled down here would not be conside­red Indians but Nep­ali. But the process of identifying non-Ind­ian Nepalis will be very diff­i­cult”.

Says Dipak Ghosh, “Free movement meant lar­­ge-scale and unchecked migration from Nepal.” This much is true, as the Darjeeling hills offered a natural att­raction for labour. Experts say after bil­ateral ties deteriorated, the treaty became more of a burden but no action was taken to stanch the flow. On this peg, the security establi­shment is hanging its scare stories. After the Gor­khaland agitation reignited last month, sou­rces tal­ked of the defence min­istry rece­iving military intelligence indicating that at least one, if not more, neighbouring cou­ntry was stoking it. Ganguly points ominously to “Nepal’s growing friendship with China”.  Also, after the arrest of Yasin Bhatkal near the Indo-Nepal border last month, the Gor­khaland issue has been effectively “securitised”. Ben­gal analysts, keen to discover an ext­ernal conspiracy angle, are citing strategic expert Brahma Chellaney’s tweets. 

Specifically, the ones that evoke a requis­ite degree of foreboding about that entire fraught border reg­ion. For instance, he tweeted: “More than the borders with Pakistan and Ban­gladesh, the open fron­tier with Nepal has emerged as the sou­rce of subversion of India’s sec­urity.”While Union home minister Sush­il­kumar Shinde has said the Centre fav­ours tripartite talks, Mamata, who is in north Bengal, may have other plans. To wit, one that rakes up the thorny issue of nat­ional identity and with that plays with the fire of disenfranchisement.

WB Govt's Ultimatum to Darjeeling's Ration Shops


SILIGURI : North Bengal Development minister Gautam Deb today said if the owners of the ration shops in Darjeeling hills don't open their shops within next 72-hours, then their licences will be cancelled."If the owners of the ration shops in Darjeeling hills don't open their shops within next 72-hours, then the state government will cancel their licences and new licences will be given to other people," Deb told reporters here.The minister said the West Bengal government would attend the tripartite meeting to be called by the Centre to discuss the demand of the GJM for Gorkhaland only if it assures the state government that there would be no division of Bengal.

"Only if we get an assurance from the Centre that there would be no division of Bengal, then only the state government would attend the tripartite meeting to be called by the Union Home secretary to discuss the Gorkhaland issue," he said.Union Home minister Sushilkumar Shinde on September three had told a delegation from the Darjeeling hills seeking statehood that the Centre would convene a tripartite meeting to discuss the issue, but appealed to the hill leadership to call off the strike. The West Bengal government is taking all steps necessary to bring peace and normalcy in the Darjeeling hills, Deb said.

Malaysian Court sentences Nepali man for 18 yrs in Jail

KATHMANDU: The High Court of Malaysia has convicted Bishnu Bahadur Karki of murdering his own friend and sentenced him for 18 years in jail. A single bench of Sahalam-based High Court has issued verdict against Karki on the charge of killing his own Nepali friend Kiran Bahadur Shrestha. Malaysian police had initiated the case against him on the charge of killing Shrestha on June 1 in 2012. Malaysia-based news portal www.nst.com.my states Karki and slain Shrestha had been working in a cargo company. A  preliminary investigation carried out by police shows that Shrestha had been killed with a sharp steel weapon. The body had been dumped nearby a container. Police had filed a case in the court demanding a life-sentence against Karki. Karki had broken down after hearing the court decision.

Nepal to name peaks after Everest pioneers Hillary, Tenzing

Kathmandu : Nepal plans to name two Himalayan peaks after pioneering Mount Everest climbers Sir Edmund Hillary and Tenzing Norgay, a senior hiking official said, in a move designed to boost tourism in the beautiful but desperately poor country. New Zealander Hillary and his Nepali guide Tenzing made it to the 8,850-metre (29,035-foot) summit of the world's highest mountain on May 29, 1953 as part of a British expedition, which put Nepal on the map as a destination for adventure tourism. A government panel has recommended that two unnamed mountains be called Hillary Peak and Tenzing Peak, said Ang Tshering Sherpa, a former president of the Nepal Mountaineering Association. "This is to honor their contribution to mountaineering in Nepal," Sherpa, who headed the panel, told Reuters. Advertise | AdChoices The two peaks - Hillary's at 7,681 m (25,200 ft) and Tenzing's at 7,916 m (25,971 ft) - have never been climbed and are expected to be opened to foreigners in the spring season that starts in March, he said. 

Officials hope the peaks will attract more climbers and help boost tourism in Nepal, home to eight of the world's 14 highest mountains. Tourism now accounts for about 4 percent of the country's economy and employs thousands of people. Hillary died in 2008 at age 88 and Tenzing died in 1986 at age 72. Climbers in their time lacked the specialized equipment taken for granted today and the heavy oxygen tanks the two men carried made mountaineering more challenging than it is now. About 4,000 climbers have made it to the summit of Everest since 1953, among them an 80-year-old Japanese man, an American teenager and a blind person. Two Nepali sherpas have reached the top a record 21 times each. But harsh weather, avalanches and treacherous terrain are constant dangers. More than 240 climbers have died on both sides of Everest, which can also be scaled from China. A small airport Hillary built in the 1960s at Lukla, the gateway to Everest, has already been named after him and Tenzing. 

The remote airstrip clings to a hillside, several days' walk from the base camp, and is described by mountaineers as a thrilling kick-off to an attempt on the mountain's south face. Besides conservation work, Hillary helped build schools, hospitals, water supply schemes and trails in the Everest region that is home to the ethnic sherpas without whose help climbers would find it difficult to make it to the top. Two peaks in west Nepal could be named after famed French climbers Maurice Herzog and Louis Lachenal, said Sherpa. In 1950, Herzog and Lachenal became the first to reach the summit of an 8,000-m (26,246-ft) peak - Mount Annapurna. About 165 peaks of up to 7,999 m (26,245 ft) are likely to be opened to climbers from next year, Sherpa said. Just 326 of the more than 1,300 peaks in Nepal are now open to foreign climbers. The fees they pay are a major source of income for the cash-strapped government.

GJM Decision to reopen Schools and Colleges from 13 September

DARJEELING : Gorkha Janmukti Morcha (GJM) President Bimal Gurung’s decision to reopen schools and colleges on the 13th of September but to keep everything else closed has caused an uproar among the populace. A student of Darjeeling Government College who commutes to the college daily from Sonada said, “I can only attend my college after traveling on a bus daily. Without transportation I can very well give up my studies.” A Principal of a prominent schools said, “It will not be possible for us to recall our boarders because we will neither be able to provide transportation to them nor offer them food. 

Sushma, a housewife and a mother said, “First of all if the schools and colleges are to be reopened why not from tomorrow why 13th of September. Are they waiting for something to happen by then? Why no transportation? Why the continuation of the strike? It doesn't seem that the strike leads us anywhere because the number of strikes that we have had by now we should have achieved Gorkhaland many times over.”

'GTA' Failed to get Back to Life in Darjeeling - Mamata Banerjee

SILIGURI : After the major political stir observed in Darjeeling hills with large public movement over the state Chief Minsiter's visit there on despite Gorkha janamukti Morcha's (GJM) bandh call, the practical life in hills went back to its usual uncertain and frozen state today. The much waited and largely talked about meeting to elect Gorkhaland Territorial Administration's (GTA) chief Executive could not take place failing to get hill administration back to life. Only two GJM leaders with their capacity of GTA Chairman and thus convener of the meeting along with the Vice Chairman were present. Naturally, the meeting could not be held. "The development has been reported to the Government. Next step will be decided soon," said Mr. R D Meena, GTA Principal Secretary. "GTA is not our agenda now. 

We want release of our arrested members first. And our movement for Gorkhaland will continue," said GJM President Mr. Bimal Gurung. GJM was pressing hard for the release of around 750 arrested members including 10 elected GTA councilorsbefore the meeting. But it was not accepted though the arrested GTA members were called in the meeting. Many GJM leaders, GTA councilors and their supporters kept on shouting slogans outside the meeting hall demanding 'immediate and unconditional' release of their members. GTA has 45 elected members from GJM and 5 nominated members. After resignation of Mr. Gurung from the post of its Chief Executive as a part of his movement step one month back, the administration board became defunct. To restart its activities, the board needs a new Chief. "We want the chief to be elected by the councilor in the meeting. But if they do not respond positively, Government will take strict step," said CM Miss Mamata Banerjee . 

However, general life in Darjeeling or Kurseong was under strong influence of 'Ghar Bahir Janta' (people out of home) call of GJM .Offices, shops, schools, transportation all remained off due to ongoing indefinite bandh. Interestingly, hill sub division Kalimpong had large scale public movement yesterday over the Chief minister's presence there to receive felicitation from Lepcha community and her public meeting. But, ground picture in that Lepcha dominated town was not much different from Darjeeling. Though still enjoying solid public response in its bandh, GJM knows that it may break apart anyday soon under the pressure of already generated mass resentment. 

While talking to media today on the issue, TMC all Indian General Secretary Mr. Mukul Roy said, said, "GJM is already detached from public." Even after one month long bandh and thus great suffering of public, GJM has practically failed to get anything positive. It has also failed to arrange a tri-partite talk with center. At this stage now it has become utmost important for GJM to come out of the knot while saving own supremacy in hills. As learnt, GJM central committee and Gorkhaland Joint Action Committee will meet again soon to chalk out future course of action.

Statehood is about our identity, about our right to self-determination. Just as Mamata Banerjee says she is from Bengal, we too want to say we are from Gorkhaland. Its is unconstitutional for Mamata Banerjee to say Bengal cannot be divided. Article 3(a) in The Constitution Of India 1949 clearly says that a new State can be formed by separation of territory from any State or by uniting two or more States or parts of States or by uniting any territory to a part of any State. Mamata Banerjee' statement of Bengal cannot be undivided is unconstitutional as the Constitution of India clearly provides a provision of creating a new state under Section 3(A). No person is above the law or the Indian Constitution. Gorkhaland is a justified and a constitutional demand.

Contempt Suit against GJM Supremo Bimal Gurung

DARJEELING : A contempt petition was filed against GJM president Bimal Gurung and general secretary Roshan Giri on Tuesday, accusing them of flouting the Calcutta high court order on bandhs. On August 7, the HC had directed the state government to ensure normal life in the Hills and ordered GJM not to disrupt the process. On August 14, the court warned that any agitation that disrupted life in the Hills would be deemed a violation of the HC order. The petition asks for a rule of contempt against Gurung and the others. It is likely to be heard again on September 5.

गोरखालैंड पर चर्चा के लिए जल्द बैठक बुलायेगा केंद्र

नई दिल्ली : केंद्र ने गोरखालैंड की मांग पर चर्चा के लिए जल्द ही त्रिपक्षीय बैठक बुलाने का आज वायदा किया. बैठक में केंद्र, पश्चिम बंगाल सरकार और गोरखालैंड संयुक्त कार्यसमिति (जीजेएसी) के प्रतिनिधि शामिल होंगे. केंद्र के इस वायदे के बाद गोरखालैंड की मांग पर प्रदर्शन कर रहे लोगों ने दाजिर्लिंग में अनिश्चितकालीन हडताल खत्म करने का संकेत दिया है. गृह मंत्री सुशील कुमार शिन्दे ने दाजिर्लिंग से सांसद एवं भाजपा नेता जसवंत सिंह के नेतृत्व में आये गोरखा नेताओं के प्रतिनिधिमंडल से कहा कि पृथक राज्य की मांग पर चर्चा के लिए केंद्रीय गृह सचिव अनिल गोस्वामी जल्द ही पश्चिम बंगाल के मुख्य सचिव और जीजेएसी के नेताओं की बैठक बुलाएंगे. शिन्दे ने संवाददाताओं से कहा, ‘‘मैं मुख्यमंत्री (ममता बनर्जी) से भी इस मुद्दे पर बात करुंगा.’’  उन्होंने प्रदर्शनकारियों से अपील की कि वे दाजिर्लिंग और आसपास के इलाकों में अनिश्चितकालीन हडताल समाप्त कर दें क्योंकि इससे जनता को परेशानी हो रही है.
